except in accordance with law and for the purposes and in the manner provided in the Constitution According to the norms no money shall be withdrawn from the Consolidated Fund of India except under appropriation made by law that is as passed by the Parliament According to the Rule 6 of the Central Government Rules 1983 and Rule 3 of the General Financial Rules money received on account of
